About the situation: Since March 2022, the number of requests for medical care has increased by 50% due to the significant number of internally displaced persons and the provision of medical care to wounded servicemen of the Armed Forces. Construction work has actually been completed, but due to the aggression of the Russian Federation, the commissioning of the building has been postponed. The attached rooms were designed to accommodate a gamma knife, magnetic resonance imaging, angiography system, as well as a modern operating room. After the construction works are completed, it is planned to place modern diagnostic equipment in the reconstructed premises on the first floor, namely magnetic resonance imaging, computer tomography, expert-class ultrasound machine, electroencephalograph for video monitoring and electroneuromyograph.

The money is needed for: 

1) Сompletion of construction works and installation of purchased equipment – 250 000$
2) Construction works to expand the intensive care unit and stroke unit – 250 000$
3) Purchase of equipment for the reconstructed premises, namely – diagnostic equipment, operating room equipment and equipment for neuroreanimation – 4 500 000$

About medical institution

The Regional Clinical Center of Neurosurgery and Neurology ZOR is the only neurosurgical health care institution in the Zakarpattia region and the leading center for providing high-tech neurosurgical care in Ukraine. The center employs 200 people, 85% of whom are medical staff. The hospital consists of three main departments (two – neurosurgical and one – neurological) and the Department of Anesthesiology and Intensive Care. The center has 56 beds. Also, the structure of the institution includes an operating room and an outpatient diagnostic department.
After the reorganization of the center into KNP and the transition to contractual relations with the National Health Service, the institution is actively developing. Thus, in 2021, 62% more patients were treated than in 2019 (2395 cases compared to 1478 treated in 2019). An increase in the number of treated cases has been achieved by reducing the average length of hospital stay, as the total number of hospital beds remains unchanged. The average number of bed days decreased from 10.3 bed days in 2019 to 6.7 bed days in 2021, or 35% in 2 years. In 2021, a total of 1,536 operations were performed at the OCCNN ZOR, which is 50% more than in 2019. The vast majority of operations performed at the center are high-tech neurosurgical interventions of the highest level of complexity. The institution performs operations on more than 250 patients from other regions every year, as interventions of this complexity can be performed only in a few neurosurgical clinics in Ukraine. Despite the high complexity of surgical interventions, the postoperative mortality rate has a steady downward trend – from 2.6% in 2019 to 0.9% in 2021.
In November 2020, a specialized department of cerebrovascular pathology was opened, which in 2021 treated 416 patients with acute stroke, which is 4 times higher than in 2019. The institution is the leader among stroke centers in the region in the number of performed thrombolytic therapies – every fifth patient (20%) with ischemic stroke who is hospitalized in the center undergoes systemic thrombolysis (quality criterion in the EU – 15%). In addition, OKRN ZOR is the only health care institution in the Zakarpattia region where neurosurgical care is provided to patients with acute stroke.

For the last two years, the OKORN ZOR has been working at its limit, and since March 2022, the number of requests for medical care has increased by 50% due to the large number of IDPs and the provision of medical care to wounded servicemen.

At the end of 2021, reconstruction work was resumed in the three-story annex to the existing building of the institution, which was stopped in 2012. Construction work has actually been completed, but due to the aggression of the Russian Federation, the commissioning of the building has been postponed. The attached rooms were designed to accommodate a gamma knife, magnetic resonance imaging, angiography system, as well as a modern operating room. After the construction works are completed, it is planned to place modern diagnostic equipment in the reconstructed premises on the first floor, namely magnetic resonance imaging, computer tomography, expert-class ultrasound machine, electroencephalograph for video monitoring and electroneuromyograph. In 2021, part of the equipment for placement on the second and third floors of the reconstructed premises was purchased at the expense of the state budget, namely the angiography system and equipment for the operating room.

The state-of-the-art Philips Azuris 7B20 / 15 biplanar angiography system was purchased to provide technical thrombectomy that can increase the therapeutic window for stroke to 12 hours. Completion of the angiograph, commissioning of the operating unit and retrofitting the operating rooms with high-tech equipment is essential for the population of the region, as it will focus treatment of the most acute period of stroke in one highly specialized center and significantly improve the quality of specialized neurosurgery.
After the opening of the new operating room and its retrofitting, it is planned to increase the number of intensive care beds from 12 to 15 due to the expansion of neuroreanimation and stroke unit within the existing building. Design and estimate documentation is under construction.
